In the 2,141 word column that channels the best of George R.R. Martin's loquaciousness, comparisons are made to the book/television show and America. Standard, bargain basement, first-year grad student stuff in popcorn form really, as the comparison could be any country--Lithuania, Nigeria, Brazil, Japan, etc. In other words, save your eyeballs.
Instead, the accompanying slideshow to the column displays Dick Cheney as Tywin Lannister, Barack Obama as Robb Stark, and Hillary Clinton as Cersei Lannister.
They're all fairly logical comparisons until the Vladimir Putin as Petyr Baelish/Littlefinger comparison.
Until Littlefinger is posing shirtless while riding horses or fly-fishing, this is entirely invalid.
